Where is cheapest for paint? its for a spray gun?
What will I need, primer, colour and laquer?

if you have sayers locally there your best bet for paint
is it being done in solid colour or clear over base?
solid colour has laquer in the paint
clear over base is you have a matt thin base of waterbourne paint and laquer over the top

wrong need all 3 bud rio verde is metallic basecoat needs the laquer

Yea I just spoke to my mate and he says it needs laquer.
He says that he could spray the basecoat from a rattle can then spray the laquer from a gun, its only for a spoiler so will that be ok?.

use rattle cans, thats what im doing on my new wings & bumpers

yeah it should be ok, aslong as it gets a nice finish from spraying the basecoat will look good 
with your mate being a sprayer sure it'll look spot on
