How do you go about reporting someone who is driving round with no liscence or insurance? Is it just a case of ringing the police and letting them know?

Phone the police, just not 999. Your county head police station is probably best, depending where you live. The police station where I live is like on Hot Fuzz

Remember you'll be regarded as a grass though.

Surely you just dial 141 before you ring and say you don't want to give them your name

Sod being branded as a grass for this, do the right thing and hand his details over.

He could crash into you or run over someone, and lest us not forget, these people dont exactly help with your insurance premium every year

Trust me this only bothers people who are like 12 years old...seriously really?

I've been hit twice by uninsured drivers and I can tell you I wouldnt hesitate twice about going down the the police station and handing his details over.

Yep, in the country who managed to crack the enigma code, the Police telephone system is totally baffled by pressing 141 beforehand....

Even if it is classed as grassing, its people like him who eventually make my insurance premiums increase!
