Did you read it? Its not a case of giving out the flip flops out willy nilly. They get information given to them which could stop them getting so wasted they can walk properly next time.
Stop jumping on a bandwagon, £30k is roughly 6/7 peoples maximum tax for a year on the average wage.

"The £30,000 will also help pay for free condoms and rape alarms available to girls on nights out."
So they are clearly making a story out of it a sensationaling it, I bet if you dig deeper into it there is a lot more than just flip flops for the 30,000, and also lets face it, 30k is fuck all in the scheme of things, a said I bet someone spraining an ankle soon costs a few k in on costs from their treatment etc.
Personally, if you get injured (from your own stupidity) when drunk you should have to foot the bill.
