Apparently sometimes the labourours, rousties etc are locals & they smuggle the weapons on board because they want more money, the agency they work for in Nigeria or whatever tells them to do this! Then once the US navy arrives & threaten to take control by force they surrender & ask if they can keep their jobs!!
