NPC car park can be found just off guildhall walk -isambard brunel road iirc. Turn into the walk and follow road round to the right.
Pretty hot on parking ticket fines too.

I wouldnt leave an M3 anywhere in Portsmouth, although for what its worth, the carpark is next to Portsmouth Central Police Station.
I have left expensive cars there before with no aggro. Might be worth considering leaving the car in gunwharf quays (underground, well lit, cctv everywhere) and getting a taxi to guildhall - which will be about £3.
Thats what I would personally do.

If its an NPC car park unless you get clamped you can easily get out of paying, due to how contractual law works. cover your face for the cctv if any, just to be extra safe.

If you ever need to get out of one again have a quick look on the net, because it is contractual law, against the shitty car park company type scumbags, it is pretty easy to dodge the large fines. Different kettle of fish for councils though.
