When you say grey bumper, do you mean grey plastic or grey paint? And what do you want painting on it, just the bottom half, or whole lot colour coded? Also what colour, depends on a lot of things

Had a grey plastic front bumper, got it completely colour coded black for £60. Nice and cheap but an very good quality job imo. You live quite near me, try Fieldhouse and Husbands in Houghton Regis, near Dunstable mate, thats where I got mine done. Had wheel arches and bonnet sprayed up aswel which have been spot on.

Tbh it would be easier to buy a half painted bumper alredy, other wise will be quite expensive IF they do it properly
To do it properly needs all sanding down to take away the bobbky texture, high build priming, then that needs rubbing down, then paint. Where as if it was half painted (like the bumper on your car atm) it would only need the grey top half doing like so, causing less hassle, and less wallet damage.

No offence but that's a bit damn cheap not to ring alarm bells

if its a teaxtured grey one then it would probably be about £170 ish.
And to the guy who said he gets it done for £20, sorry but that wouldnt even cover paint and material costs let lone prep and paint time.
