Cameras work by letting light in. when its dark you have to have the subject still and have the lens open longer to let enough light in to register the image. If the subject moves during this time it will appear blurry. In the most extreme case it will dissapear like above. However you can still see the lights from the car as these are bright enough to register even thought they are moving
