At a guess, they probably didn't expect him to do it, otherwise they probably wouldn't.

At the end of the day, the lad had problems and decided to make a spectacle of his death, or at least grab a little attention....and he got it.

I was around the corner from this, with the gf just doing a spot of shopping, heard the usual sirens but didnt think it was this serious.
