Now say you have a Corsa, with Irmsher bits on, or whatever GM make kit/wheels etc..
Would you have to declare it as modified?
I've noticed Green Things Corsa for sale, and i'm really interested, i just wondered if i did have a car like that would it have to declare it as modified?
Car in question.. :

I wouldnt bother, it could have come with irmscher bits from factory.
You wouldnt bother declaring electric windows that were a factory fitted option, would you?

True, and thats what i was thinking, how are they to know whether it was an option from new that you could request..?
So basically insure it as standard?

How would i get proof if the owner didn't keep the original reciept and i'm like the 10th owner or whatever? Or the reciept was never passed on to the new owner etc...

1 thing to remember is insurance companies aren't your friend. Because your car or circumstances don't comply with the policy or small print, they don't have to pay out, for both you, and a 3rd party. So, you technically, may as well drive around with no insurance.
However, I didn't have a my headlights and grill declared but I did my alloys. What happened? I had a crash! Even though the repair garage (Insurance approved, got taken there on the recovery truck) noticed they were after market, all that was replaced were genuine, GM parts as per the factory spec.
How old are you? If you're over 20 at least, try someone like Adrian Flux. They'll often alloy any modifications up to 150bhp, including cosmetics.
I'd declare, it's better to be safe than sorry imho.
P.S. The original factory spec, especially from Corsa B onwards, can be traced at any Vauxhall dealership
