join as many teams as you can pool/darts/snooker/football/rugby/cricket whatever is your game.

Depends what sort of mates you want ...
Go do something you enjoy doing and you'll meet people doing it.
For example you want drinking buddies, go down the pub - get mates with the landlord first / people behind the bar, prop yourself up at the bar and then get chatting to people through that.
If you do any sports, go take part in that and meet people through that.
If you like cars go to local car meets or whatever.
The people you meet initially don't have to be the people you're thinking you'll want to be your mates. It's just all about meeting people, getting to know them, and getting to know people through them all.
In the end it'll be like 'Hah, I forgot I only met you through bla bla' with your current best mate.
Finally if work is local, that's lalways a good place to start.

Tbh thats the main thing that puts me off moving from south wales not knowing anyone.
I personally couldnt go to a pub on my own and sit there like a dick on my tod.
In your situation id look up the local car forum and go to a meet and meet new mates that way.

To be honest, it comes down to who you are as a person.
I know people from school, who still live in the same area and still have the same mates they've had since they were kids. 
I personally have gained and gone through a whole shed loads of mates depending on my circumstances.
Middle School / Local Mates
Secondary School Mates
College Mates
Car Mates
Work Mates
Uni Mates
For most of them, I've essentially lost contact with the old group and made new mates in the new group (like going from college to uni).
Therefore I just get used to constantly meeting new people. Not to mention I remember my first ever corsa sport meet, being 17 with a corsa b and turning up at a massive hemel meet not knowing ANYONE. Had barely used the forum too at that point so turned up and was like who are these people. Spoke to a few people who were just standing around, then next meet I went to I at least knew those people and branched from there.
I'm going travelling in about a month for 6 months and I'm really looking forward to meeting loads of new people.
And then when I return I plan on getting a job in london where I know no one - but that should be fun too 
I must admit being completely on your own is never easy - but I often find if you have a mate or a group of mates, often you don't branch out and meet other people. It's only when you're on your own completely that you actually make the effort to meet new people.
