Don't see why they would be illegal. They will only darken a little, and to solve that you could put in brighter bulbs. Iaz did a few sets of lights like this and all the cars that he put them on where MOT'd and on the road.

how are they tinted? on the outside or inside? look as if there painted with a black paint and laquer mixture that would surely flake off with stonechips

I did this on my old Sport and drove into a curb as a result! Cant see fok all in the dark.

ive done rear lights like this (clear lacquer and a spot of paint) and they were fine for light coming through
