To give you an idea here is one that I sent not too long ago:

To Whom It Concerns,

After attending the Manchester Graduate Fair and getting the fantastic opportunity to talk in detail with your representatives I would like to supply with an electronic copy of my CV as requested. I provided a hard copy on the day and this soft copy was requested.
The graduate fair gave me the opportunity to talk in depth with members of your company and gave me a very good understanding of the roles within your graduate scheme. I would like to be considered for the Project Management and Product Management roles as the courses I have undertaken on my degree scheme relate to these sectors of business. I have taken professional issues, business management and business operations modules. This knowledge combined with a high level of technical knowledge give me the skill sets needed to form the base of an excellent project or product manager.
I welcome all the challenges that may lie ahead in the graduate scheme and I am ready to build on my current level of knowledge and professionalism to become a valuable part of the company.
Yours Faithfully,

You just have to say why you feel you are suited to the job and show that you have knowledge of the business.

Dear Sir/Madam,
I am writing with regards to a possible position as an apprentice electrician. I am interested in becoming an electrician however I have seen no positions advertised by your company. My JTL assessment is at Lincoln College on 30th May and I have also passed my colour deficiency test.
Please find attached my CV, which highlights my qualities as well as qualifications, and also my work experience, which mainly consists of manual labour. You will see that I have a strong interest in working hard and as part of a team. I always try to do a job to the best of my ability and to meet deadlines.
I see myself as being organised and self-motivated and have excellent communication skills, I am keen to develop a career with APS. I would very much appreciate the opportunity to discuss further my suitability for any position available.
Please feel free to contact me either by e-mail .................... or by contacting me on .................... I look forward to hearing from you soon.

Yours sincerely

Find out who the head of HR is, or someone else high up, and address it to them. Shows you put some effort in, and they're more likely to take you seriously if it doesn't look like a blanket letter you've letterbombed everyone with.
