What type?
Check the hitch has no play when it's mounted on the car, jockey wheel turns freely and can be adjusted on the shaft for stowage when you're moving.
If it's braked jack it up and check the wheels spin freely when the hitch isn't compressed. Depending how heavy the trailer is you may be able to reverse the car and engage the brakes and test again to check they're braking properly but you need a heavy trailer to do that.

Shouldn't rust if its galvanised but yeah, have a poke around underneath.
While you're under there check the angle of the trailing arms that give you suspension travel. They should be about 30-40 degrees to the horizontal. If they're any less hitch it on and check you still have travel in them.
