Makes you laugh the things they come up with,anything to make money..
So people who can afford it,get to travel quicker and people who are less well off have to stay stuck in traffic? makes sense

i pay road tax to use the roads, and pay fuel tax to use my car on the road im paying to use.

How many people will let the rich lane people get to their junction 
TBF we pay enough tax as it is. Far too many rules for drivers in all honesty, hate it....!

Its all to do with green peace thinking cars are the greatest polluters and 4x4 are bad, when cows produce more emissions than cars and the 1.8polo turbo produces more on average than a 4x4. Tis ludicrous!!

This is a little too similar to the congestion charge argument about hybrids.
Do you think hybrids would be exempt from this ? If so would strapping a 9v battery onto the engine make mine a hybrid

I find the whole thing quite laughable to be honest... they want to ease congestion, so they plan to open up the motorway to 4 lanes using the hard shoulder.. then remove the outer lane and use it as a toll lane, taking you back to the standard 3 lanes, then reduce the speed limit to 50 
Sounds like it will make matters worse

I've give up bothering about it, with numptys coming up with suggestions like this, it's either gonna keep getting worse, or you'll have to pay extra to drive anywhere and there'll still be the same amount of congestion.
There trying to get us all of the roads, but there's a lot of people who can't get off the road, they need to realise this and start actually thinking instead of coming out with a random thought that pops into their head that just won't work
