As long as you don't come across as being unable to take instruction yes. If you explain a little about why it frustrates you i'm sure it'd be fine.

Whatever you say, make sure that your criticisms of the old company are not and will never be applicable to the new one. They have to know that you're not going to say the same thing about them in a year. They might also wonder on what authority it is that you are making that judgement.
