No this is not normal. It's proper stiff, if not hard.

Sumtimes its just the cable but i ended up replacing the clutch on my old nov as fitted a new cable and was still stiff

An old clutch pressure plate is the problem if the cable isn't.
The finger springs harden, making the pedal harder to press.
