who owns it? what nationality is it?

we were on about something random at work and got onto acres of the moon that were for sale and rick said he had one and then i got in depth and asked hang on, who owns the moon to actually sell it..

how can you buy something that noone owns, its like me finding an apple and selling bites out of it, but then not giving it to you.
