i have baught a exhaust of sum 1 onhere he has took my money and its been 3/4weeks and i havent got the exhaust and hes not replyin 2 any u2u is there anything i can do about it

How did you pay him?

Open a dispute, leave it a week and escalate it to a claim if the seller hasn't responded.
