They are different sizes 
The 165/65 14 are 165mm wide, the 185/60 14 are 185mm wide.
Get the ones the same as you took off.

No, they're shit 
£27 gets you a Pirelli P3000, which would be FAR better than a tyre with a name you've never heard of.

You're probably best going to your local tyre place (try an independent one, not a big named chain, they tend to be less pushy), ask for something mid range, don't go for a budget tyre, and try to blag a discount for having the tracking done at the same time
