That's the carb and throttle butterfly setup, sat on top of a supercharger there.

2 parts, bolts onto the supercharger
Basically gets lots of cold air into the engine sitting high up there. Aerodynamically poop I imagine though.

Not really, it encourages ram-air effect. Not sure whether it would measurably affect the co-efficient of one of those house bricks anyway
