I saw something about this.

Something regarding water in the bottom of the boat causing the pendalom effect. The waves started off the rocking, but the water at the bottom of the boat sloshing left to right kept making it lean like that.

Its not windy, or the chopper wouldn't be able to sit as steady as it does.
