Been paid a certain hourly rate for more than a year,also got an increase in October.
Then in January got paid much less than expected i.e less than before the raise.
example:
was being paid £5/hr for more than a year , then increased to 5.15/hr for 2 months and now they claim it was an error and it should be £4.97 
Can an employer leggaly do this?

Were you given any paperwork stating the £5 per hour then the increase to £5.15 per hour?

If there is no paper trail or email confirmation of a pay increase then i think legally it can be done but a reason must be given.
If you really want to find out then call the CAB

yes, just confirmed that there is a signed statement of the new increased hourly rate.
So, employer is legally bound by it

Has whoever this person is asked their employer why their January pay was paid at £4.97 instead of the agreed £5.15

yes, asked and replied by secretary was an error occured when employee was being paid £5.15 and worse, it should never have been £5 but, instead £4.97
The manager will explain later. The thing is the same manager wrote to the employee to inform about the new increased rate.

contract of emplyment will always state terms of pay. if it doesnt, and they decrease the pay, i'd be inclined to take the matter further .
