But if they have been refurbed already hence still mint, surely it'd make sense just to spray them and oven bake them like most refurbs do?

yes, but they will dull over time and look shit again, the smart repairers fo this at work, the car comes back 6 months later and look shit

When Rach had her Speedlines refurbed they weren't very shiny at all, I think you need to specify how shiny you want them.
