Use a proper tyres tread tool, will sell them in halfords for a few quid, a ruller won't be accurate, tbh most tyres these days have the legal limit measurment in the tread, so you should be able to tell by looking at them if they're low, and with the weather atm i'd just get them changed.

Just use them with your hands. Should be able to feel a bald/low tyre.

Find the legal markers on the tyres and look there.
