What I would do for start is give NO money to anybody who does not have an individually verified real reason they cannot work.
Like they have no arms, legs and head or something similar.
Not they are stressed or have a ficticious sore knee.
Only give houses to people who can prove they have tried and cannot buy their own.
Not somebody who just can't be annoyed working because they get so many other benefits and fancy a free house too.
Basically the whole attitude needs changed.

tbh, i think these are still schoolgirls, just normal chavvy teens, hanging around bus stops getting pissed and stoned etc...
the parents are the problem though.
and, one of the girls said "one of the judges is 42, she should be at home babysitting her grandkids" which shows what sort of people they are
