When putting agency work on my CV, do I put the contact details of the agency or the company I worked for?

I though that was the case but an application form I filled in yesterday specifically said if you did any agency work give just the details of the agency

If it's asking for the agency, just put the agency to keep them sweet then on your cover letter explain the massive contribution you made to this company blah blah
