why is it that if you have an accident, speed or be a naughty driver you have to tell them about it for the 2nd car policy, and yet if you've been a good boy, not crashed, sped etc, you can't benefit from it, i.e: using NCB discount on two policies 
i think its cnutish

Some companies let you use the NCB on both policies. Obviously have to have both the policies with the same company for that.
And some do a 2 car on one policy.

Depends on your insurance company really and what your first car is whether or not your insurance company will let you have a 2nd vehicle on your policy.
I'm with Adrian Flux and they wont let me have a second car on my cossie policy, but if a had a more insurance friendly car they would.
I have to have separate policies for all my cars so I have a few NCB on the go!!

Dito. I have a couple of policies. If I had a crash in one car it would affect my renewal quote for the other even tho the NCB of the other wouldnt be affected Robbing bastards! Flux wouldnt let me insure another car on my corsa insurance but they did give me 50% off my other cars quote Still robbing bastards tho
