Its broken off now completely around the exhaust bit 
Along the top its just slightly cracked along the join...

Is it a Pug bumper moulded into a Corsa one or a Fibreglass job?

Pug 206 bumper fitted to a Corsa rear bumper. Can't really buy a new one as its a one off
Whats this fibreglass matting stuff? build up layers & then sand back to shape?

It's hard to tell, but it looks like it could do with being taken apart and re-boneded together. Some chopped strand matting along both sides of the join would do the trick. You can't sand it back too much, but if you skim it over with some filler then you can get it smooth.
You'll need to do the same with the exhaust hole too...

The Corsa bumper is still underneath it too, was thinking maybe some expanding foam to fill it out & strengthen it?

Expanding foam would pack it out nicely. Though I would still think taking it apart and re-bonding it would be the best bet for the long run. As if you fill over it then the crack will more than likely re-appear...
One other way would be to sand all the filler and fibreglass down, then lay some chopped strand matting over the join. This would work if the bumper is still in reasonably sound condition...

Bit of an update
Started to sand it back so that I can see where it has cracked
As you can see there is a slight gap, but when reinforced & fibreglassed over I hope it will hold
Exhaust bit
Need to figure a to strengthen this bit. Might even just put a few metal plates/rods in with some filler to hold it tight

If both parts are plastic, round the exhaust, sand the paint back around the area where the split is, use a soldering iron to melt the plastic and "smear" it across the join front and back. then use the fibreglass matting behind it to hold, sand the front, then fill over any bumps .
