There are easy ways to stop people with certain feedback, unpaid item strikes etc from bidding.
Why doesn't everybody do this?

because it doesnt stop most of the nigerians as they just use a newly registered account, and i dont think there is any thing that can stop an account with 0 feedback from bidding.
i had this problem with my pda in the end i just listed the item and made it a pre-approved auction so only people who email first were able to bid.
was annoying as hell 4 times odd some twat nigerian bid on my phone, even though i had in bold i will not ship abroad, they just dont care.
and the most annoying thing is ebay still charge you for each time you relist the phone.
