Anyone know exactly what this is?

Just bought a webcam and want to send it back as it isnt doing what it said on the box (30fps, only does 15fps tops) and generally not happy with it - but from what ive read, the item still needs to be in wrapping (sealed up, sealed bags etc)?

Do they still except returns otherwise though?
