Is there anywhere or should I say does anyone know any names / software i can "download" to make my own tracks ? decent stuff if poss.

Fancy making some of my own funky base lines like "i just wanna call you my bitch"

As far as I know, they all have hardware protection - ie they need a dongle () to make them work.

I'm sure your favourite internet special shop will have SOME version available. Make sure its got the hardware with it though

FruityLoops if you getting started and add-ons can make it quite advanced.

Greg get Logic pro, its mac software but there is a pc compatible one, my mate uses it and has had a few tunes realised now, this is one of them

I'd recommend:

FL Studio
Reason
Cubase SX
Logic Audio
Ableton Live

FL Studio is probably your best bet if you are starting out. look at the tutorials supplied and off you go from there.
