Most insurers. Unless you work for a company and get trade insurance.
It'll say on your insurance forms what you can do on your policy

Is that unusual? I always thought it was fully comp at 25yrs+.

Only once I turned 25 last year did my insurance change & allow me to drive any other car with the owners permission, but only TPFT

I have it, 23 and with Lloyds TSB. Allows me to drive any other car with the owners permission with fully comp insurance TP.

I'm same as CorsaFlip. Quinn Direct allow me to drive other cars as Im fully Comp. Also allow me to actually insure my car with mods without getting in a strop!

only thing being with them from when i was talking to them on the phone is that if your under 25 i think it was they will only insure you if your car has less than 110bhp as standard?

Yeh because it was a "performance enhancing mod" If it was standard in the car, then you'd have been alright!
