Give paypal your bank details. They will deposit two small amount like 05p and 20p and in a few days you check you statement. Once they have gone into your account you log back into paypal and enter your amounts. This will verify the bank detials you gave are for you. Also there is some phone verification thing were you can put your house phone number in and you get an automated call with a code. Enter the code on paypal and this shows you live at the address given previously.

Yes it is but it only takes a few days to sort. Worth it in the end to save the hassle of cheques etc..on ebay.
