Try giving the affected area a proper clean and use something like T Cut or an Autoglym product to see how bad the damage is afterwards.

I got some similar stuff on my bumper that mysteriously appeared, but it seems to come off if you scrape it off with fingernails etc.

will give it a go, but the white is the plastic where all the paint has been scraped off! Cheers
