you should have plaster board under and paper?
If so your best bet is to use a lining paper before you paint, as otherwise it will never look that smooth!

fucking plaster board, maybe he lives in a house worth more than 50k or built over 15 years ago, fuckin plaster board.
back to topic, if you get pros in, they can make plaster as smooth as glass, and looks great painted, if it looks rough even after you sanded it, it will look even worse painted

Best/Easiest way to get a good finish is to get some Easyfill, which is jointing compound but is really easy to sand down, use this to fill any holes, cracks, and imperfections in the original plasterwork. (getting a plasterer in would be costly but would get a good finish)
when the walls are rubbed down and reasonably smooth, get some 1200 grade lining paper and cover the walls, Leave a half mill gap between each length of paper.
when all is dry, get some more easyfill and fill all the gaps between each peice of lining paper (you do this to get a really smooth finish when you paint)
rub down the filler with fine sand paper, and then paint
just an example of my work:

I strip the walls, sand them, hover them and then wipe them with a damp cloth. Never painted walls after they have been papered but i'd do something like M15T XE said. Gets a little boring but take your time over completing the job.
