there is word being spread about on the net that New Orleans might never be rebuilt, and just left as a ghost city http://news.ninemsn.com.au/article.aspx?id=59817
they say that it would be a waste of time if its gonna happen again in a few years, which it might well do.

cant they just fill the gap in and build on top of it? - eg: make it above sea level 
i can imagine that it would cost an arm and a leg or two, but atleast i wouldnt get flooded etc
