actually, thats chumbly warners car, and DOES have clocks etc
they are in boot, run off camera and display on top dash screen
passed MoT like it

The clocks are in the boot. You don't need a milage counter anyway. It just makes it a bit easier for morons when buying cars.

You don't get done clocking the car. You get done misrepresenting the milage of a car. If I bought brand new clocks for my car, they would come with 0 miles on them. This wouldn't be illegal to use them, it would however be illegal for me to try and sell the car to you saying that the car was brand new and had covered 0 miles.

as far as i am aware you can get only done for 'clocking' a car, if you try and sell the car after changing the mileage to make it appear less and not telling the buyer
