How hard would it be to fill the number plate recess over?

looks like a bit of a pain as you gotta put the lines of the bumper in unless your smoothing those too

personally id cut the recess away with a dremel or something. then mask up the front so that most of the lines are kept, then lay fibreglass from behind. Give it a couple of layers, remove the masking from the front and then fill and sand so that it blends in perfectly.

it wouldnt be the hardest thing in the world, but a bodyshop may well rape you

Yes £500 for a plate welded over the number plate/fog light recess

Then filler to smooth it then sprayed

youd have to relocate the fogs into the numer too wouldnt u
