Isn't it apparently some people hacked it and rewrote the software to add some bits and they added this aswell but it wasn't an official Rockstar person?
Might be in the news story but can't be arsed to read it all

apparently it was "left over code" which players could not access in the final realease. this fella in holland made it so you could, didnt add anything.

why have it there if you cant access it?

its rated m in the states, over 17's or something.

if it gets full adult rating alot of shops may pull it from their shelves. imagine losing a chunk of the american market!
