dont think you can find who it is registered too as that comes under data protection act

Yes you can providing you have a suitable reason. £2.50 from the DVLA.
Check on DVLA website for the approprioate form(s).
Use RAC website to find out vehicle details from the registration number. I've got the correct url at home, but at work at the min..

Such as they crashed into you and you're trying to track them down. You saw someone vandalise their vehicle and want to report it to them. You know of a problem with the history of the car and see it as your duty to inform them. Blah blah blah?
