to make night time shots lighter without making the actual lights in the picture brighter, or make the lights darker. if that makes sense This pic, around the door frame on the right

Yeah! Use
Image > Adjustments > Shadow/Highlight
And adjust the sliders as you please!
Then use
Filter > Sharpen > Unsharp Mask
To bring out the sharp edges. You will need very low values for an image like this! I would think 60-70% at 0.6-0.8 radius could do the job!

you can do but you'll make it very noisey but things like the door frame are burnt out. it's white you can'd do anything with it

I had a go, and it is possible to keep the noise at a fairly low level!
