p400 and p200 sandpaper, rub it!

yes. but id use p1000 wet and dry, use it wet, rub the paint lightly, this removes any imperfections etc. Then 2 coats of laquer, very light rub again, then final coat of lacquer.
Make shure the laquer is warm, keep the can in hot water for few mins prior to painting, this lets the laquer come ouf in a really fine mist, and gives an excellent finnish, Same goes for the paint (warm it first)

rub the dash parts to get rid of the texture (make them smooth), then paint, then use laquer

Its all down to preperation! Get the smoothest finish you can with P1000 the paint and plenty of laquer

or even use a finer grade sand paper, i use 1200 grit then once laquered i use 2400 grit softly then polish to give an even finish
