New magazines would usually still belong to a large publishing house and would have relationships set up already with the right people, or have a big enough marketing case to take goods instead of money for advertising.
Smaller places may be lucky if they can also satisfy companies that the donations are worth it.
We've been offered stuff in the past to review but firstly it wasn't plentiful enough to make an entire 'reviews' section and secondly they half hinted that if we wanted to keep it we would have to pay anyway. I passed.

Possable producing a glossy computer mag on a weekly basis.
