my average computer would be...

PROCESSOR
2ghz+ (preferably AMD 64)

MOTHERBOARD
Asus motherboard (very stable and reliable)

RAM
1gb of decent ram (Corsair XMS memory is top stuff)

HARD DISK
200gb (Maxtor or Western Digital are good makes)

GRAPHICS CARD
Radeon 9700Pro/9800Pro graphics card (not much difference between the 128mb and 256mb models with this card)

SOUND CARD
cant go wrong with an Audigy 2 IMO. Get yourself some digital speakers too.

As for the rest of the peripherals, it's down to personal choice.

Hope this helps

a better question to ask would be how much have you got to spend mate.

You can design a website on any kind of setup really so the replies you'll be getting will be quite broad.

What i posted above would be considered to be an 'average' setup based on today's game requirements and what's currently on sale at the moment.
