if someone's changed the engine in their car from say a 1.6 to 2.0 but not changed the log book does this mean theyre still telling iunsurance and tax its a 1.6 or is that something different?

not mine but want to buy 1. is it possible to be paying for 2.0 insurance if its a 1.6 on the logbook?
