They NEED to be laqured... They wont last 5 mins in England if they're not. They should be fitted into drilled holes through the bumper and then either glued down or covered in tiger seal...

Not mine, it belongs to my mate... Dunno if he was over dudley way, but your description sounds like his car... More pics in my garage...
