Dear Sir
I would like to point out at the time neither the red nor amber lights were operating on the approach side to the controlled junction. This was the cause of me failing to observe the change in the ligh sequence. Because the lights were not operating correctly i understand that i cannot commit the offence alleged. In view of this i would ask the consideration be given to cancelling the fixed penalty Ticket.
