because ive just brought my new mobile and they said charge it fully but the phone is indecating that it already has 2/3 or battery in it

Yeah it will work but its best to give it a full charge first.

full charge & full discharge about 3 times is best to get longest battery life then from regular use

I have never bothered chargin batteries properly on a new phone!
