I've not long (2weeks max) set up a new acount (never had one before) had no problems.

Crikey, that sounds serious. Usually when you log in to PayPal on the right hand side it'll give you a List of things "to-do". Just get them done and should lift you limitations.

i did all that before cards were verified ect havnt sold anything in months either,
