The water is used so you can take the hydrogen from it, maybe he has electrodes in water at home

no, you get hydrogen from water by dipping a + and - metal stick connected to a power supply in some water. oxygen comes off the + and hydrogen comes off the - I think, then you gather the hydrogen in a tank, put it in your corsa, have a valve to activate it and plumb it into the inlet manifold, so it burns hydrogen instead of petrol.
Maybe the guy is talking pish, seems too complex TBH.
